REQUEST FOR QUALIFICATIONS - NOTICE TO ARCHITECTS 

 

  1. Introduction

Bexar County Emergency Services District No. 2 (“District”) is requesting Statements of Qualifications (SOQ) from qualified and licensed Architectural firms to provide professional architectural and related services for the design and construction of a new fire station facility located within the District.

This procurement is conducted in accordance with Texas Government Code Chapter 2254, Professional Services Procurement Act, which requires that professional architectural services be procured on the basis of demonstrated competence and qualifications, and not on competitive bidding. Fees shall be negotiated only after the most highly qualified firm has been selected and must be fair and reasonable to the District.

The selected Architect will act as an agent of Bexar County ESD No. 2 and provide professional advisory and consulting services throughout the planning, design, bidding, and construction phases of the project.

 

  1. Project Description

The project consists of constructing one (1) fire station facility, each approximately 9,000 square feet, located within the District, just south of the intersection of Grossenbacher West and WT Montgomery.

Each facility is anticipated to include, at a minimum:

  • Stone/brick façade
  • Three (3) drive-through apparatus bays
  • Sleeping quarters for approximately six (6) personnel
  • Offices and reception area
  • Training room
  • Dayroom
  • Workout room
  • Four (4) full bathrooms
  • One (1) half bathroom
  • One treatment room
  • One watch room
  • One bunker gear room
  • One decontamination room
  • One workshop
  • One medical supply room
  • Kitchen facilities
  • Outdoor patio
  • Covered vehicle parking

Construction will be competitively bid to either a general contractor or subcontractors. The Architect shall not be responsible for construction means, methods, techniques, sequences, procedures, or safety precautions, which remain the responsibility of the contractor.

 

  1. Scope of Architectural Services

The selected Architect shall provide professional services, including, but not limited to, the following:

  • Architectural design services
  • Project scheduling and estimating support
  • Environmental compliance coordination
  • Permitting assistance and agency coordination
  • Site investigation and analysis
  • Value engineering and constructability reviews
  • Assistance with solicitation of bids
  • Preparation of bid packages
  • Review of contractor qualifications
  • Analysis of bids and proposals
  • Advisory services for contractor selection
  • Budget development, cost control, and cost estimating
  • Review of contractor safety programs
  • Evaluation of construction progress
  • Review and recommendation of pay applications
  • Review, analysis, and negotiation of change orders
  • Claims analysis and negotiation support
  • Collection and review of submittals and shop drawings
  • Assistance with punch list preparation and project close-out

 

  1. Submittal Requirements

Submission Deadline

Six (6) hard copies of the Statement of Qualifications must be received no later than April 28, 2026, at 2:00 p.m.

Late submissions will not be considered.

  1. Statement of Qualifications Content

The Statement of Qualifications must include, at a minimum, the following information:

A. Cover Letter

The cover letter shall include firm contact information, office location, company history, organizational structure, certification to do business in Texas, and the signature of an individual authorized to bind the firm contractually.

B. Project Approach

Description of the firm’s approach, including communication processes, project management methodology, and quality control procedures.

C. Prior Experience with the District

Description of any prior participation or work performed with Bexar County ESD No. 2 or District 2 Fire and Rescue.

D. Key Personnel

Resumes of key project personnel who will be assigned to this project.

E. Comparable Projects

Concise descriptions of comparable projects completed within the last five (5) years.

F. Client References and Professional History

Client references, scope and cost samples, and disclosure of professional disciplinary actions.

G. Litigation History

Disclosure of litigation history within the last five (5) years, including termination, default, litigation, or judgments.

H. Form 1295

Completion of Form 1295 – Certificate of Interested Parties through the Texas Ethics Commission website prior to submittal.

 

  1. Evaluation Criteria

Statements of Qualifications will be evaluated in accordance with Texas Government Code Chapter 2254, based on the firm's experience, key personnel's qualifications, references, firm capabilities, and overall value.

The District will rank firms, select the most highly qualified firm, and attempt to negotiate a fair and reasonable fee. If negotiations are unsuccessful, the District may terminate negotiations and proceed to the next most qualified firm.

 

  1. Additional Information

The information submitted in response to this RFQ will serve as the basis for evaluation. Failure to provide required information or inclusion of conditions, limitations, or misrepresentations may adversely affect the evaluation.

Bexar County ESD No. 2 reserves the right to reject any or all submissions and is not obligated to award a contract.
